Parma, OHGrades K-12

Fifteen Constellation learning communities offer tuition-free public charter education in Ohio. We began in 2001 with academic learning, character education, life skills and social-emotional development as parts of our approach. ACCEL Schools operates our network, and our programs follow Ohio standards and hold Cognia accreditation. Elementary classes build reading, language arts and mathematics foundations alongside science, social studies, physical education, art and music. Students expand those subjects in middle school and add electives and activities. High-school students complete graduation coursework and explore advanced courses, college and career planning, projects and service learning. Classroom Smartboards, individual Chromebooks and the AMP/edu platform support learning across our schools. Choosing a campus matters. Facilities, activities and family services differ between schools. Counseling, tutoring, meals, before- and after-school care and summer programs may be available depending on the school a family selects. We keep those campus differences part of the choice rather than treating every network service as available everywhere. Families begin enrollment by selecting a school and completing its online process, including the documents required for Ohio public schools. Counseling, tutoring, meals, before- and after-school care and summer programs vary between campuses. Families select the school before completing its enrollment process and the documentation Ohio public schools require.

Pleasantview First Step Preschool

Listed
Parma, OHAges 2-5

Peer models and children with special needs learn together in our First Step Preschool classrooms. We use daily interaction and play to support language, movement, thinking and self help skills, with social and emotional learning part of the same experience. Children practice alongside classmates and learn by watching and interacting with one another as well as with adults. Our integrated preschool welcomes children ages 3 to 5 who live in Parma, Parma Heights or Seven Hills. We plan developmentally appropriate experiences for each child and provide a range of services in the least restrictive environment. The classroom group brings children with and without special needs into those activities together, while we attend to individual learning needs and emotional well being. Families seeking a peer model placement complete an application and take part in an eligibility screening. That process applies to the peer model option in our integrated program. First Step holds Ohio's Step Up To Quality Gold rating. The rating recognizes early learning programs that exceed minimum licensing standards, reflecting the standards we bring to the preschool experiences we plan for children.

Parma City School District serves Parma, Parma Heights, and Seven Hills. Its Office of Exceptional Students, at 6800 Commonwealth Boulevard in Parma Heights, covers special education, Section 504, preschool support, and district health services. Parma runs special education programs at its Parma Park site for students whose IEP teams decide they need support outside the traditional public school setting. The programs focus on transition to adult services, K-12 students with significant academic and behavioral needs associated with autism, and K-12 students who need behavior support throughout the day. The A.C.E.S. Center for Education, opened in 2020-21, serves grades K-8 for students with a medical and educational primary diagnosis of autism. The office also has a parent mentor and liaison and staff for parochial and outside placements.

Frequently Asked Questions About Special Needs Schools in Parma

Who decides whether my child attends a Parma Park program?
The IEP team does, and you are part of that team. Parma describes the Parma Park programs as an option for students whose IEP teams find a need for support outside the traditional public school setting. The A.C.E.S. Center was built as an option for IEP teams and families to consider, so students can stay in their community near typical peers. Prepare with our IEP prep checklist.
How do I start with a Parma preschooler?
Contact the Office of Exceptional Students and ask for a preschool evaluation. Ohio says preschool special education covers children at least 3 and not yet 6 who have a disability or delay and need special education to learn and join classroom activities. A medical diagnosis alone does not decide eligibility, and you do not need one. For a child under 3, our early intervention guide explains where to begin.
How long does an evaluation take in Ohio?
The district has 30 days from your request to decide whether to evaluate and send you written notice. After you sign consent, it has 60 days to finish the evaluation and decide eligibility. If your child qualifies, the IEP must be written within 30 days. If the team finds your child not eligible, you get the reason in writing and can challenge it. Our IEP guide explains what comes next.
Can an Ohio scholarship pay for a program outside the district?
The Jon Peterson Special Needs Scholarship serves students age 3 through 21 with a finalized IEP from their district of residence that the parent has agreed to. Since September 30, 2025, 3 and 4 year olds with a compliant ETR and IEP can qualify. Families enroll with a participating provider first, and the award depends on the primary disability in the Evaluation Team Report.
