Tradewinds Education Center, a program of Upstate Caring Partners (Upstate Cerebral Palsy), provides education to children ages 5 to 22 who have been diagnosed with severe behavioral and developmental disabilities. As a private school approved by the New York State Education Department, its primary goal is to help students develop the skills that will facilitate their return to a more independent environment.
