ABA therapy and autism supports in Kentucky

Kentucky Medicaid covers ABA as an outpatient behavioral health service, and five managed care plans handle most members: Aetna, Humana, Passport by Molina, UnitedHealthcare and WellCare. Each one decides prior authorization for its own members, so the plan on your child's card sets the process. Private coverage runs on a separate track: KRS 304.17A-142 requires health benefit plans to cover autism treatment, including ABA, with no maximum annual benefit. Children under three go through the Kentucky Early Intervention System instead of a clinic intake.

Kentucky Medicaid ABA through your managed care plan

Kentucky Medicaid pays for applied behavior analysis under 907 KAR 15:010, and every service must be medically necessary and written into a plan of care. Licensed behavior analysts, licensed assistant behavior analysts and trained behavioral health practitioners deliver it, and a registered behavior technician can provide support services under supervision. On DMS's August 2025 chart, all five plans require prior authorization for ABA.

  • Aetna Better Health, Humana Healthy Horizons, Passport by Molina, UnitedHealthcare Community Plan and WellCare operate in every county.
  • Passport by Molina requires prior authorization after 12 hours per calendar year, except for the evaluation codes 97151 and 97152.
  • Not every provider accepts every plan, so confirm the clinic is in your child's plan network before intake.

KRS 304.17A-142 and private insurance

KRS 304.17A-142 requires health benefit plans issued or renewed on or after January 1, 2019 to cover the diagnosis and treatment of autism spectrum disorders. Covered treatment includes applied behavior analysis ordered by a licensed health professional. The law sets no maximum annual benefit and no limit on visits, and the statute text contains no age cutoff. Your plan can still apply copays, deductibles and coinsurance, and the insurer may request utilization review once every twelve months. Self-funded employer plans follow federal ERISA rules, so ask HR whether your plan is fully insured in Kentucky.

Kentucky runs home and community based waivers that sit apart from clinical ABA benefits. The Michelle P. and Supports for Community Living waivers serve people with intellectual or developmental disabilities. The CHILD waiver serves children and youth up to age 21 with high-intensity behavioral health or developmental needs. For each one you first secure financial eligibility for Medicaid, then apply through kynect, an Aging and Disability Resource Center or a Community Mental Health Center.

Kentucky Early Intervention System, birth to age 3

The Kentucky Early Intervention System, known to families as First Steps, serves children from birth to age 3 in every Kentucky county. Anyone can refer a child, including a parent, and referrals go to a regional point of entry office that evaluates the child and builds the family service plan. A child qualifies through a developmental delay, an established risk condition or informed clinical opinion. Most families pay nothing, and the sliding Family Share fee tops out at $400 per month.

Who can deliver ABA in Kentucky

Kentucky licenses behavior analysts and assistant behavior analysts through the Applied Behavior Analysis Licensing Board, and KRS 319C.020 bars unlicensed people from practicing applied behavior analysis. The statute exempts services in a public school, services to an immediate family member, other licensed health professionals, and Medicaid waiver services. To bill Kentucky Medicaid, a behavior analyst must hold the Kentucky license and enroll as a Medicaid provider. Ask any clinic for the license number of the analyst who will supervise your child.

Does a Kentucky ABA provider need a state license?
