ABA therapy and autism supports in Connecticut

Connecticut pays for ABA through two main routes. Children under 21 on HUSKY A, C or D get autism treatment authorized by Carelon Behavioral Health, the same statewide administrator for every town. Children with fully insured private coverage rely on Connecticut's autism insurance law, which requires ABA coverage for members under 21 and bars visit limits. Self-funded employer plans sit outside the state law, so confirm which kind of plan you have first.

HUSKY Health autism services through Carelon

The Department of Social Services covers autism evaluation and treatment for HUSKY A, C and D members under 21 when the services are medically necessary. Carelon Behavioral Health authorizes the services through the Connecticut Behavioral Health Partnership, so one statewide process applies whichever town you live in. HUSKY B members are not eligible for these state plan services, and the services cannot duplicate what the school provides. Carelon also assigns regional care coordinators and peer specialists to guide families.

Connecticut's autism insurance law

Section 38a-514b covers group policies and § 38a-488b covers individual policies. Both require coverage for behavioral therapy, including ABA, for children under 21 when a licensed physician, psychologist or clinical social worker orders it and a treatment plan supports it. The plan cannot limit visits except for lack of medical necessity, and it cannot set cost sharing higher than for other medical conditions. The insurer can review the treatment plan no more than once every six months. Employers that self-insure are not subject to the law.

The DSS Waiver for Persons with Autism

The Department of Social Services runs a waiver for people with autism who do not have an intellectual disability. Applicants need a primary autism diagnosis, an IQ of 70 or higher, impairment before age 22, Connecticut residency and substantial limits in two or more major life activities. You apply with the eligibility application on the DSS autism waiver page. Waiver supports are separate from HUSKY clinic-based ABA.

Early Intervention through Birth to Three

Connecticut's Birth to Three System serves children up to age 3 who have significant delays in development or certain medical conditions that can cause delays. Who can deliver ABA in Connecticut

Connecticut licenses behavior analysts through the Commissioner of Public Health. No one can practice behavior analysis in the state without a license, and a license requires BACB certification or licensure by endorsement from another state. Assistant behavior analysts hold BACB certification but no separate state license. Ask any provider for its supervising analyst's Connecticut license number.

How do you get ABA therapy through HUSKY Health in Connecticut?

Your child must be under 21 and enrolled in HUSKY A, C or D (HUSKY B does not qualify), and the services must be medically necessary. Does Connecticut's autism insurance law cap ABA hours or dollars?

The law sets no dollar cap and bars limits on the number of visits except for lack of medical necessity. Sections 38a-514b and 38a-488b also bar cost sharing that exceeds what the plan charges for other medical conditions. The insurer can review your child's treatment plan once every six months. A diagnosis stays valid for at least twelve months unless the clinician says otherwise.

Who can order ABA under a Connecticut private insurance plan?

A licensed physician, licensed psychologist or licensed clinical social worker must identify and order the treatment. A licensed behavior analyst, physician, psychologist or clinical social worker writes the treatment plan after a full evaluation or reevaluation. The therapy must be provided or supervised by a licensed behavior analyst, physician or psychologist, with one hour of face-to-face supervision for every ten hours of therapy.
