California regulates behavioral health treatment coverage under SB 946 for state-regulated plans. The plan must still apply its own medical-necessity and network process, and a self-funded employer plan follows federal rules instead. Self-funded employer plans are generally regulated under federal ERISA rather than state insurance mandates. Ask the plan administrator for the written benefit, authorization, and appeal rules.

Regional Centers coordinate developmental-services eligibility and Individual Program Plans. That system can be relevant to supports not paid through a health plan, but it is separate from Medi-Cal authorization.
