Alaska requires licensed behavior analysts, and both of its main payers cover ABA for children. Alaska Medicaid pays for autism services under 7 AAC 135.350 through providers the state has approved. Fully insured private plans must cover autism treatment, including ABA, for members under 21 under AS 21.42.397. Distance is the practical barrier, so ask every provider how much of the program runs in your home, in school or by telehealth.

Alaska Medicaid autism services

Alaska Medicaid lists autism services (7 AAC 135.350) among the behavioral health services that need Department of Health approval, so a clinic must be approved and enrolled in Medicaid before it bills. The state reimburses ABA through the supervising licensed behavior analyst and publishes a rate sheet by billing code. EPSDT makes services available to Medicaid and Denali KidCare children under 21. Denali KidCare is the state's CHIP and covers children through age 18 on income.

AS 21.42.397 and private insurance

AS 21.42.397 requires health care insurers to cover diagnosis and treatment of autism spectrum disorders, including applied behavior analysis, for individuals under 21. The statute sets no dollar cap and bars limits on the number of visits, though copays, deductibles and coinsurance still apply. Insurers covering small employers with 20 or fewer employees are exempt. Self-funded employer plans follow federal ERISA rules instead, so ask HR whether your plan is fully insured.

IDD Waiver and Individualized Supports Waiver

Alaska's developmental disability waivers pay for home and community supports such as respite, day habilitation and care coordination, not clinic ABA. The two waivers open to children with autism are the Intellectual and Developmental Disabilities (IDD) Waiver and the Individualized Supports Waiver (ISW). Start by calling a Developmental Disabilities Resource Connection office at 1-855-565-2017 to get on the waiting list. A May 2025 state brochure says 50 people each year come off the IDD Waiver waitlist.

Infant Learning Program, birth to three

Alaska's Part C program is the Infant Learning Program, serving infants and toddlers from birth to three years old. Parents can refer a child directly: call your local program or the state office at 1-877-477-3659. A child qualifies with a 50 percent delay in one or more areas of development, or a diagnosed condition likely to cause delay. Services are available in all communities through nonprofits, health corporations and school districts.

Behavior analyst licensing in Alaska

Alaska licenses behavior analysts and assistant behavior analysts through the Division of Corporations, Business and Professional Licensing. AS 08.15.020 requires passing the BCBA exam and holding current BACB certification. An assistant behavior analyst must also be directly supervised by a licensed behavior analyst.
