Canyon Lake, TXGrades PreK-5Tuition-free

Our school's roots reach back to 1874, when the original Mountain Valley School site was purchased for $5.00 and lessons were taught only in German. Mountain Valley closed in 1957, reopened in 1975, and in the 2007-2008 school year moved into a new building in a new location as Startzville Elementary School, opening with about 750 students. Today we are a Comal ISD campus serving pre-kindergarten through 5th grade in Canyon Lake. Our library supports Accelerated Reader along with the Texas Bluebonnet and 2x2 reading lists, and a counselor and nurse work on campus. Through Comal ISD intramurals, students can try K-5 sport stacking and 4th and 5th grade basketball and volleyball, and our PTA supports campus events. Comal ISD's School Age Child Care program provides after-school care for K-5 students who can participate independently in a group, from dismissal until 6 p.m., with a summer program at selected elementary schools. The district also offers special education, Section 504 services, gifted and talented programs, ESL and pre-kinder.

Frequently Asked Questions About Special Needs Schools in Canyon Lake

Which school district serves Canyon Lake, TX for special education?
Comal ISD. Startzville Elementary and Mountain Valley Elementary, the two schools on this page, are both Comal ISD campuses, and Comal ISD's Child Find program covers every child with a disability who lives inside its boundaries. Comal ISD lists autism, learning disability, other health impairment, speech impairment and developmental delay among the disabilities it serves.
How does Comal ISD Child Find work for a Canyon Lake child?
Call Comal ISD Child Find at 830-221-2056 or 830-221-2119 if your child is not developing like peers or already has a diagnosis. A parent, an early intervention agency, campus staff or an adult student age 18 to 21 can refer. The district starts with a 15 to 20 minute screening, then tests in the areas that need it, from communication and motor skills to adaptive skills. An ARD committee reviews the results with you and decides eligibility.
What paperwork does Comal ISD need for an evaluation?
After the referral, Comal ISD asks for a parent information form, proof of residence, your child's birth certificate and Social Security card, current immunizations, your driver's license and custody papers if they apply. Gather these before the screening so one screening appointment does not turn into two trips.
Can my child at Startzville or Mountain Valley get autism support?
Yes, through an IEP. Autism is one of Comal ISD's eligibility categories, and the ARD committee decides where services happen, whether in the general classroom with support or in a more structured special education classroom. Ask the campus counselor, Startzville or Mountain Valley, who coordinates special education and which district program fits your child.
How are dyslexia and ADHD handled in Comal ISD?
Texas requires a full individual evaluation under IDEA when a school suspects dyslexia and a disability, and dyslexia instruction then counts as specially designed instruction. Comal ISD lists learning disability and other health impairment, the federal category for ADHD, among its eligibility areas. A child who needs only accommodations can use a Section 504 plan.
Can Comal ISD evaluate my child if we homeschool or choose private school?
Yes. Comal ISD posts a Home School and Private School Evaluation and TEFA documents request page for families outside its classrooms. Texas law gives the district 15 school days to answer a written evaluation request and 45 school days after your consent to finish the report. A private school or homeschool does not have to follow an IEP, though.
What Texas Education Freedom Account amounts apply to Canyon Lake students?
TEFA pays Canyon Lake families differently depending on where the child learns. A homeschooled child receives $2,000 for 2026-27. A child at a participating private school receives $10,474, and up to $30,000 if an IEP sits on file with TEA. Comal ISD posts a TEFA documents request page alongside its home school and private school evaluation requests. Staying in Comal ISD special education instead keeps the one-time $1,500 Parent-Directed Special Education Services grant open to you. New applicants can join the Comptroller's 2027-28 interest list.
What should I ask at a Canyon Lake elementary before the ARD meeting?
Ask which services your child would get at the home campus and which, if any, would mean a bus ride to another Comal ISD school. Ask who delivers speech and occupational therapy and how often. Ask how the teacher reports progress on IEP goals, and request draft goals a few days before the meeting.
