Comparing school options in Owensboro

Owensboro has two public school districts, each with its own special education office. Owensboro Public Schools, at 450 Griffith Avenue, reaches its Special Education Director through (270) 686-1000. Daviess County Public Schools, at 4801 Frederica Street, runs a Special Services office at 270-852-7640. Your home address decides which district is responsible.

In Kentucky, the district where a child lives is responsible for Child Find, which covers children ages 3 to 21 in or out of school. A wrinkle matters in a two-district town: when a student enrolls in another district as a nonresident pupil, that receiving district takes over Child Find for the enrollment term. Owensboro Public Schools assigns school psychologists to its preschool program, and Kentucky's state-funded preschool includes all three- and four-year-olds with identified disabilities, regardless of income.

Frequently Asked Questions About Special Needs Schools in Owensboro

Which Owensboro district evaluates my child?
The district where you live, under Kentucky's Child Find rules. If your child attends the other district as a nonresident pupil, that district becomes responsible for Child Find during the enrollment term, and responsibility returns to your home district if the child is not re-enrolled. Start with the school your child attends, then the district office.
How do I reach special education staff in each district?
Owensboro Public Schools lists a Special Education Director, a special education consultant, and school psychologists assigned to its schools and preschool, reachable through the district line at (270) 686-1000. Daviess County Public Schools lists its Director of Special Services and secretary at 270-852-7640. Ask either office how referrals and ARC meetings work in its schools.
Can I make a referral by phone?
Yes. Kentucky guidance says a referral or request for evaluation can be made in person, by phone, or in writing, and written documentation is best. Anyone can refer a child, at any time. A referral does not guarantee an evaluation, but the Admissions and Release Committee must discuss the concern and decide next steps. Our evaluation request guide helps you write it.
Does Child Find cover students in Owensboro private schools?
Yes. Kentucky guidance says the district where a private school is located must conduct a thorough Child Find for children placed there by their parents. That is separate from the district-of-residence rule that applies to public school students. If your child attends a private school, ask the district where the school sits about screening and evaluation.
