Students who receive special education are served through the district's partnership with the Special School District of St. Louis County. University City, MOGrades K-5Tuition-free

Pershing opened in 1920 and carries the name of General John J. Pershing, a Missouri native. Today we teach in a LEED-certified building with a library media center, a kiln room and flexible learning spaces, and we are one of four neighborhood elementary schools in the School District of University City. Our focus is social justice: students take part in experiences that build their capacity as eco-conscious citizens and use the arts as a means of advocacy. Pershing has earned National Blue Ribbon recognition from the U.S. Department of Education and was named a Gold Star School by the Missouri Department of Elementary and Secondary Education. Students with IEPs receive special education through the district's partnership with the Special School District of St. Louis County, whose teachers, case managers and related service providers, including speech-language, occupational and physical therapists, work inside our building.

Comparing school options in University City

The School District of University City partners with the Special School District of St. Louis County (SSD) for school-age special education. SSD teachers, case managers, and related service providers work inside University City schools to deliver IEP services. University City runs building administration, general education, policies, and transportation unless the IEP says otherwise.

Preschool works differently. University City is one of eight St. Louis County districts that provide their own early childhood special education, including hiring staff and evaluating children for eligibility, rather than using SSD. Parents with concerns about a preschool-age child should contact University City's Parents as Teachers staff. For school-age questions, University City lists an SSD Partner District Director at (314) 290-4038, plus special education coordinators for elementary schools and for the middle and high schools.

Frequently Asked Questions About Special Needs Schools in University City

Who should I contact first about my child's IEP?
Start with your child's teacher, SSD case manager, or school social worker or counselor. Building-level questions about schedules or policies go to the school office or principal. If a concern is not resolved at the school, University City's next step is its special education coordinator for that level, then the SSD Partner District Director.
Who evaluates a 3-year-old in University City?
University City does. SSD handles early childhood special education for 14 county districts, but University City is one of the eight that run their own, including evaluations. Contact the district's Parents as Teachers staff with your concerns. Our evaluation request guide explains how to put a request in writing.
Do students who receive SSD services leave University City schools?
Most do not. The district says more than 97% of students who receive SSD services attend school in the district where they live, learning alongside peers while SSD staff provide IEP services. Any change in setting is an IEP team decision. Our IEP guide explains how placement is decided.
How does First Steps connect to preschool services here?
First Steps is Missouri's early intervention program for children from birth to age 3, with the state education department as lead agency. DESE publishes guidance on the move from First Steps to early childhood special education. In University City, that preschool evaluation is handled by the district rather than SSD. See our early intervention guide.
