Alternative Learning Center

Listed
Dubuque, IAGrades 9-12Tuition-free

The Alternative Learning Center gives at-risk high school students in Dubuque Community Schools a different setting from the traditional high school. We focus on the core content areas and use project-based learning to re-engage students who have struggled to find success at their home school. Students are referred by the administrative team at their home school when they are identified as at risk of dropping out. Independent learning options let students recover credits and get back on track with their graduation plans, and success coaching is part of the model. Learning here is hands-on. Our students have built a chicken coop for the school, finished woodworking projects, served a holiday feast, and done yard work for neighbors in need. We share the Alta Vista Campus with other district programs, including a life skills program, the HEART housing and rehabilitation training program, and a program for students who need intensive social-emotional and behavior supports.

Dubuque Montessori School

Listed
Dubuque, IAAges 2-5

Dubuque Montessori School has taught young children with Montessori methods and materials since 1968. We are a parent-run, not-for-profit 501(c)(3), and our board is made up mainly of current, past, and future parents, plus up to three community members. Our Toddler Program serves children ages two to three, who do not need to be toilet trained. Our Primary (Preschool) Program serves ages three to five in half-day and full-day options, and Extended Care runs from 7:30 a.m. to 5:30 p.m. Classrooms are organized into Practical Life, Sensorial, Mathematics, Language, Science, Geography, and History areas, and art, music, and movement are offered daily alongside yoga and Spanish. We chose not to join Iowa's free 4-year-old preschool program so we could keep our Montessori approach intact. Families can use Dubuque County Early Childhood Scholarships when they are offered, and we award internal need-based scholarships as funds allow.

Dubuque Community School District carries out Child Find and special education evaluations in partnership with Keystone AEA, the area education agency for the region. For a school-age child, the district asks families to start with the teacher, the principal, or the building's special education coach or department chair.

Keystone AEA serves children from birth to age 21 at no cost, based on eligibility and need. For a baby or toddler, families can request an Early ACCESS evaluation through the state referral form or by calling Keystone at 800-632-5918. For ages three to five, parents call the same number or use Keystone's early childhood referral form. The district follows a Special Education Service Delivery Plan developed with administrators, teachers, parents, and Keystone staff, and IEP teams decide each student's services.

Frequently Asked Questions About Special Needs Schools in Dubuque

How do I refer a Dubuque preschooler for an evaluation?
If you are concerned about your child's learning or development, call Keystone AEA at 800-632-5918 or complete Keystone's Early Childhood Ages 3-5 Referral Form. If your child attends a school-based preschool, the teacher can also refer through the AEA team representative after talking with you. Our guide on requesting an evaluation explains what to ask.
Can my child's doctor refer directly to Keystone AEA?
Yes, with conditions. Keystone accepts referrals from medical providers and outside agencies if they include a signed release of information and a clear reason. Keystone encourages providers to talk with the parent first. If the information suggests a disability, staff call the parent to start an evaluation. If not, the family gets a letter with contact information.
Is an Iowa Education Savings Account the same as a special education placement?
No. Students First Education Savings Accounts let eligible families use state funds for tuition and fees at accredited nonpublic schools in Iowa. Starting with the 2025-26 school year, all Iowa resident K-12 students are eligible regardless of income. An ESA is a family choice. A district-funded special education placement is decided by the IEP team.
What if my school-age child in Dubuque may need special education?
Keystone says Child Find works differently for school-age students: contact your child's school administrator about your concerns. The Dubuque district also points families to Keystone's Child Find process booklet and to Iowa's Procedural Safeguards manual. Our 504 plan vs. IEP guide helps you decide which to ask about.
