About Community Youth Services (Baxter School)
Community Youth Services, also known as Baxter School, serves Richmond Community Schools students in grades K–8 at its Northwest 3rd Street campus. The public program offers a structured alternative setting for children who need additional academic and social-emotional support. Staff work with students who face significant behavioral or academic difficulties and combine classroom instruction with consistent routines and support. Their goal is to help students build the skills they need to return to their home school when appropriate.
CYS operates as one school program within Richmond Community Schools. The district handles broader exceptional-student services at a separate Hub Etchison Parkway office, while this campus focuses on the students it serves each day. Families can reach the CYS office to discuss the school day and placement questions. The program’s K–8 scope makes it distinct from the district’s preschool and high-school programs.
