Speech-language therapy coverage and services in Kansas

A Kansas child can get speech therapy paid for four ways, and the child's age sets the order. Under 3, call Infant Toddler Services of Kansas, which is free to families. From the third birthday, the school district must evaluate and serve an eligible child at no charge. A child on KanCare is covered for medically necessary speech-language therapy through age 20. Private insurance comes last because plan terms vary, so ask your plan for its written therapy limits.

Medicaid speech therapy
KanCare covers medically necessary speech-language therapy under 21; KMAP says therapy must be prescribed by a physician.
Habilitative coverage
KMAP covers habilitative therapy for members from birth to under 21.
Early Intervention
Infant Toddler Services of Kansas serves birth to age 3 at no cost; find your local program by county or ZIP code.
School services
Districts must make a free public education available from the third birthday and finish an evaluation within 60 school days of your written consent.
SLP license
KDADS licenses speech-language pathologists; practicing or using the title without a license is unlawful.
Interstate compact
Kansas enacted the ASLP compact in 2021 (K.S.A. 65-6513); the commission does not yet list Kansas among states issuing privileges.

KanCare and Kan Be Healthy speech therapy

Children and teens under 21 on KanCare can get medically necessary speech-language services through Kan Be Healthy, the state's name for the federal EPSDT benefit. KMAP's therapy rules say therapy must be prescribed by a physician as the provider's license requires and must be medically necessary. Habilitative therapy, which builds skills a child has not yet gained, is covered from birth to under 21. Most children are enrolled in a KanCare health plan, so ask that plan whether a therapy request needs prior authorization before the first visit.

  • KanCare plans through December 31, 2027: Sunflower Health Plan, United Healthcare Community Plan and Healthy Blue.
  • Ask the pediatrician for a written speech-language therapy order before you call a clinic.

Private insurance and speech therapy limits

Your plan's written benefits decide what speech therapy is covered and how many visits you get. CMS's Kansas benchmark file lists habilitative services as not included as a separate benchmark benefit and uses a parity approach to define them, so ask your insurer how it treats a child's speech therapy and whether it caps visits. The autism coverage law (K.S.A. 40-2,194) covers diagnosis and treatment for children under 12 on large group and grandfathered plans, including care a physician or psychologist prescribes. Self-funded employer plans follow federal ERISA, not Kansas mandates.

Infant Toddler Services of Kansas, birth to age 3

Infant Toddler Services of Kansas (ITS of KS), overseen by Kansas Early Childhood Developmental Services at KDHE, offers free screening, evaluation and in-home early intervention for children from birth to age 3. Federal Part C rules list speech-language pathology among early intervention services. To refer your child, enter your county or ZIP code in the program finder at ITSofKS.org or email hello@ITSofKS.org. Every Kansas infant and toddler is entitled to a free developmental evaluation.

Speech or language impairment under Kansas special education rules

Kansas lists speech or language impairment as an exceptionality in K.A.R. 91-40-1: a communication disorder, such as stuttering, impaired articulation, a language impairment or a voice impairment, that affects educational performance. The district must offer a free public education from the third birthday. Request an evaluation in writing. Once the district has your written consent, K.A.R. 91-40-8(f) gives it 60 school days to evaluate and meet about eligibility. Speech-language pathology can be the only service on an IEP when it is specially designed instruction for your child.

  • KSDE expects a Prior Written Notice within 15 school days of a parent evaluation request.
  • An outside diagnosis helps the team but does not by itself decide school eligibility.

KDADS speech-language pathologist license (K.S.A. 65-6501 et seq.)

The Kansas Department for Aging and Disability Services licenses speech-language pathologists, with a speech-language pathology and audiology board advising the secretary (K.S.A. 65-6502). K.S.A. 65-6504 makes it unlawful to practice without a license or to call yourself a speech therapist or pathologist unlicensed. School SLPs also hold the KDADS license. A 2026 law adds a separate license for speech-language pathology assistants, and the unlicensed-title ban starts January 1, 2027. Kansas joined the ASLP compact in K.S.A. 65-6513, but the commission lists privileges as open only in Louisiana, Ohio, Tennessee and West Virginia.

Where Kansas families find speech therapy

Speech-language therapy listings here cluster in Wichita, Lawrence, the Johnson County suburbs of Olathe and Lenexa, and Topeka. KanCare uses the same three plans statewide, so your plan matters more than your county. Two university clinics serve the public in this footprint, at Wichita State and the University of Kansas. Families elsewhere in Kansas can request a statewide match, and the ITS of KS finder works by county.

  • Speech therapy in Wichita

Sedgwick County; the Wichita State University Speech-Language-Hearing Clinic has served the Wichita area for over 60 years and is a RiteCare clinic.

  • Speech therapy in Lawrence

Douglas County; the KU Schiefelbusch Speech-Language-Hearing Clinic offers student-staffed assessment and intervention for people of all ages.

  • Speech therapy in Olathe

Johnson County; search the ITS of KS program finder by county or ZIP code for the local early intervention program.

  • Speech therapy in Lenexa

Johnson County; KanCare members here choose among the same three statewide plans as everyone else.

  • Speech therapy in Topeka

Shawnee County; KDHE's Early Childhood Developmental Services, which oversees ITS of KS, is based in Topeka.

Where to start in Kansas

  1. Under 3: open the program finder at ITSofKS.org, enter your county or ZIP code, and request a free evaluation.
  2. Age 3 and up: send your school district a written evaluation request, then expect a Prior Written Notice within 15 school days.
  3. On KanCare: ask the pediatrician for a written speech-language therapy order, then call your plan (Sunflower, United Healthcare Community Plan or Healthy Blue) about prior authorization.
  4. With private insurance: request your plan's written speech therapy benefit and any visit limit before you book.

Kansas speech therapy questions

Does KanCare pay for speech therapy for my child in Kansas?

Yes, when the therapy is medically necessary and your child is under 21. Kan Be Healthy is Kansas's name for the federal EPSDT benefit, and KMAP covers habilitative therapy from birth to under 21. KMAP requires a physician prescription for therapy. Because most children are in a KanCare plan (Sunflower, United Healthcare Community Plan or Healthy Blue), call that plan before the first visit and ask whether it requires prior authorization and which clinics are in network.

How do I get free early intervention speech services in Kansas before age 3?

Contact Infant Toddler Services of Kansas. Use the program finder at ITSofKS.org to enter your county or ZIP code and reach your local program, or email hello@ITSofKS.org. Services for children from birth to age 3 are no cost, in the home, and begin with a free developmental evaluation. Federal Part C rules list speech-language pathology as an early intervention service, so a speech delay is a reason to call.

What deadline does K.A.R. 91-40-8 give a Kansas school to evaluate my child for speech?

Sixty school days from the date the district receives your written consent for the evaluation, under K.A.R. 91-40-8(f). That clock covers the evaluation and the eligibility meeting. Put your evaluation request in writing, and expect a Prior Written Notice within 15 school days, which is KSDE's standard response time. If the team finds a speech or language impairment, speech-language pathology can be the only service on the IEP.

Does Kansas license speech-language pathology assistants?

Starting in 2027, yes. House Bill 2761, approved April 3, 2026, creates a speech-language pathology assistant license issued by KDADS. On and after January 1, 2027, it is unlawful to use the assistant title without a license. A supervising SLP must directly supervise at least 10% of the assistant's client contact time, and assistants cannot perform diagnostic tests or write treatment plans. Ask a clinic who supervises your child's sessions.

Can a speech-language pathologist licensed in another state treat my child in Kansas?

Not through the compact yet. Kansas enacted the Audiology and Speech-Language Pathology Interstate Compact in 2021 as K.S.A. 65-6513, but the compact commission says practitioners can begin the privilege process only in Louisiana, Ohio, Tennessee and West Virginia. Kansas is not on that list. Until it is, an out-of-state clinician needs a Kansas license, and Kansas allows licensure by endorsement for someone already licensed elsewhere. Ask any clinician for their Kansas license.
