About Blackhawk Phoenix Program
Our Phoenix Program in Carbon Cliff is a day-treatment school for students ages five to 22 with emotional and behavioral disorders. Black Hawk Area Special Education District operates the program with Bethany for Children and Family Services. Students are placed by their home districts through the Individualized Education Plan process.
We combine special education academics with social skills instruction and counseling. Teachers, paraprofessionals and social work staff adapt instruction to individual needs. Bethany provides individual and family counseling, including sessions at home or outside school hours when needed. We also coordinate with mental health providers and other community agencies. The program began in 1983.
