The Virginia Beach City Public Schools Preschool Assessment Center provides screening, testing, and program planning for children ages two to five who may have a disability. The center determines whether a child is eligible for special education services. When a child is found eligible, services are provided through an Individualized Education Program (IEP).

SECEP and Virginia Beach City Public Schools partner to provide specialized public education in Virginia Beach.
